Library Cards
Library cards are issued at the library for free. Photo ID is required showing proof of residency within the library district is required. Library districts includes the following townships: Kingston Twp, Koylton Twp, Wells Twp, Dayton Twp, and the Village of Kingston.
You do not need a card to browse or read in the library, or to use computers and wi-fi. Library programs are open to the public and a card is not required.

Books for Everyone
The library has over 18,000 books in a variety of subjects and genres from which to choose from. The library has children's collection, with materials for all ages and reading ability. A large selection of young adult books.
DVD
The library has over 1,000 dvd titles to choose from.
Audiobooks
The library has a small section of audiobooks on CD and playaways. With more titles available through our digital services on the Libby app.
Digital Downloads
Patron's with library cards can borrow ebooks, eaudiobooks, emagazines through the Libby app.
Large Print books
The library receives a rotation of forty-five books every four months from the LAMTB (Library for Assistive Media and Talking books at the St. Clair County Library System). Formly the STARS program.
Magazines & Newspapers
The library receives Consumer Reports, Green Magazine, People, Smithsonian, Sports Illustrated, Time.
There are over 4,800 emagazines available on the Libby app.
The library receives locals newspapers: Tuscola County Advertiser/Cass Chronicles and the Sandusky Tribune/Deckerville Recorder/Marlette Leader.
Interlibrary Loans and MelCat
If you need a book or any other material information not available at the library, you can borrow almost anything from another Michigan Library using the Michigan Electronic Library services at Mel.org or elibrary.mel.org. Where you can also find a lot of free
e-resources.
Computer Workstations & Wi-Fi
The library has two public workstations, four laptop computers for use, free of charge. Wireless access is available for free.
Gaming/Teen area/Educational Workstation in the Children's room
The library has two 65" Samsung TV's available to play on the X-box: Rock League, Madden 23, FIFA23 sports, Farm Simulator, Fall guys and the Nintendo Switch games: MarioKart Deluxe 8 and Mario Party Superstars.
In the children's room is an AWE Learning Workstation. Thanks to LSTA grant. With 85 educational programs loaded on it.

FOIA Policy
Jacquelin E. Opperman Memorial Library
I. Purpose
It is the intent of the Jacquelin E. Opperman Memorial Library to perform public business in an open and public manner as required by Michigan’s Freedom of Information, Act 442 of 1976, and as amended. This Policy prescribes the library procedures for responding to written public records requests made pursuant to FOIA.
II. Scope This Policy applies to the library whenever a written request for public records is made under Michigan’s FOIA law. This Policy does not apply to any records that are exempt from disclosure such as, but not limited to:
Specific personal information about an individual if the release would constitute a clearly unwarranted invasion of that individual's privacy.
• Records that may be exempted from disclosure by another statute. (Note: statutes which expressly prohibit public disclosure of records generally supersede the FOIA.)
Information subject to attorney-client privilege.
Pending public bids to enter into contracts.
Records that would disclose the social security number of an individual.
A. Access
Public records shall be open to inspection and copying during the library regular business hours by the custodian of the requested public records. Reasonable access to and reasonable facilities for copying of these records shall be provided. The library shall provide reasonable assistance in identifying and locating public records in accordance with this Policy.
B. Form of FOIA Requests
All FOIA requests shall be made in writing.
All FOIA requests shall adequately describe the records sought in sufficient detail to enable the library to locate such records with reasonable effort. The requesting party shall be as specific as possible when requesting records. To assist the in locating the requested records, the library may request that the requesting party provide additional information known to the requesting party, such as the types of records, dates, parties to correspondence, and subject matter of the requested records.
A FOIA request will be answered within 5 business days after receiving it. If needed, the library will notify the requester in writing and extend the time for an additional 10 business days.
Fees: Fees may be charged as permitted by law.

Hourly rate for searching, reproducing and postage will be set according to 2015 PA 563
If a request must be denied, the library will respond to the requester with an explanation of the reasons for the denial and the requester’s right to submit a written appeal to the head of the public body (Board Chair) or to seek judicial review with the right to receive attorney fees and collect damages.
